Just curious about how people go about selling films that are in the Public Domain eg

Not saying there is anything wrong with this seller but does anyone know it all works? I was wondering whether someone could simply cop a film from another DVD and add a bit of artwork, etc to the cover and then legally re sell it under a different banner because it is public domain.

It looks like he is complying with that policy. He does say they are in the public domain.
There are many other sites selling public domain films with some of them are selling non-public domain titles listed being in public domain due to some gray areas but are most likely are still copyrighted.
