I have read the nude swimming scene was one of three versions filmed, with these being nude, topless and with costume which was the one appearing in the original film version released of Tarzan And His Mate ( 1934 ). The nude version was found and only restored to the film in the late 1990's by direct order by Ted Turner. Maureen O'sullivan didn't appear in the nude scenes but was doubled by Josephine McKim, a member of the 1924 and 1928 U.S. Womens' Olympic Swim Team. Two photograph to follow.

O. K the picture David supplied above is of Greta Garbo, ( not from the film in question though ). so he is correct is answering one part of the question. I would still like to have the film's title and the name of the actress Garbo is seen kissing to complete this question ?
Since you insist, the film is Queen Christina (1933) and it is Garbo as Queen Christina is kissing Ebba her lady-in-waiting (name of actress eludes me).
Apparently Queen Christina was a lesbian but it is really not so indicated in the scene and historians are divided.

Correct in that the film was Queen Christina and was a pre code film released in 1933 by MGM.
The other actress seen kissing Garbo and who played her lady in waiting Countess Ebba Sparre was actress Elizabeth Young who only made four films between 1933 and 1935. She was married to famous writer, producer and director Joseph L. Mankiewicz.
The 2015 film version titled The Girl King featuring the two historical figures that appeared in Queen Christina and Elizabeth Young in 1933 appearing in the Paramount picture publicity shot for Big Executive and the final of the four films she made, being East Of Java in which she played the female lead.
