Rating stamp on long daybills

I have a few long daybills with this stamp on it.  My question is why?

All the long daybills are pre-ratings...so no ratings on them.

Is this an early aussie thing?  Not an aussie thing?  Surely it wouldn't have been done to EVERY print of the poster?
